This Top Secret document of the city of Knoxville required tremendous effort to dig up. It was (is) illegally hidden from the public by the city government of Knoxville, by KPD and by the towing companies themselves. This copy was eventually found through the city law director's office in top floor of the palatial (but soon to be abandoned?) City County Building. It took several days for the clerks to find this important document which no one in government had ever heard of, despite it being required in the city Code and in the contracts with area towing companies. KPD allegedly never heard of it either, nor had the Highway Patrol. Apparently, no towing companies were ever given copies, which they are legally required to display to "customers" in their offices and are required to give a copy of it to all such "customers."

For those without the opportunity to experience a tow firsthand, the average fee is over $100. This appears to be theft of $75 from every person towed.

This form is being provided as part of the ongoing effort to secure adequate, safe and quality service to the citizens and visitors to the City of Knoxville for the transportation of abandoned, wrecked, disabled or inoperative vehicles within the City of Knoxville, Tennessee.

Option #1 (City Contract Tow) - If you do not designate a towing service of your choice or are unable to communicate a preference, the area city contract towing service can provide the initial tow for the transportation of your vehicle to any destination within the city limits of Knoxville. The cost for the initial tow destination is governed by contract between the towing company and the City of Knoxville. Currently, charges for this initial tow range between $-0- and a maximum of $25.

Option #2 - At any time you have the right to request the towing service of your choice be notified to tow your vehicle whereever you choose to have it towed, for whatever mutually agreeable price you are able to negotiate with the towing company. These charges are unregulated and there may be additional charges for storage and other services provided to you.

In other words, have your legal shit together before you call KPD regarding theft crimes committed by towing companies.
