"Speaking at the Campus Progress journalism conference earlier this month, Seymour Hersh — a Pulitzer-Prize winning journalist for The New Yorker — revealed that Bush administration officials held a meeting recently in the Vice President’s office to discuss ways to provoke a war with Iran. Rule 916

It is a defense to any offense that the accused was acting pursuant to orders unless the accused knew the orders to be unlawful or a person of ordinary sense and understanding would have known the orders to be unlawful.

The format of charge and specification is used to allege violations of the code.

A charge states t h e article of the code, law of war, or local penal law of an occupied territory which the accused is alleged to have violated.

A specification is a plain, concise, and definite statement of the essential facts constituting the offense charged. A specification is sufficient if it alleges every element of the charged offense expressly or by necessary implication. No particular format is required.

Over 2,500 years ago in China, Sun Tzu wrote The Art of War. His concepts are required reading in the major military war colleges around the world, as well as in America's top business management schools, and his book is still available in most bookstores. Sun Tzu earned his first job as army general by beheading two of his king's concubines for giggling during their first military formation, thus murdering his own "troops" (slaves), with full permission of the king (owner of the slave plantation). His theories of government (and business) mind-control (slavery) are used against billions of people every day, not just in Communist China (granted America's Most-Favored Trade Status to export all manufacturing jobs from USA at taxpayer expense).

Another incident, this time involving personal experience with military corruption, can perhaps give a citizen insight into the inner workings of a government bureaucracy. Hopefully, this information can benefit government employees who witness ongoing government corruption (in any type of jurisdiction), and wish to learn how to improve upon the system. Non-government citizens can also benefit by learning that it is not necessary to cave in to government corruption out of fear and incomprehension, sacrificing everything that is important to them.

As mentioned previously, my wife was also in the Air Force, in food service and wartime readiness management (aircrash recovery, mortuary affairs, NATO stockpiles, etc.), at US Air Force base RAF Upper Heyford, "United" Kingdom (Great Britain). She was responsible for writing military contracts for civilian contractors as Chief of Quality Assurance, and for managing European Wartime Readiness Materiel (WRM) storehouses. Her rank was Technical Sergeant, E-6. She had received awards and decorations such as: Commendation Medal, Superior Performance Award, 3rd Air Force Technician of the Year, squadron NCO of the Year, member of Outstanding Unit Award--Best in USAF, member of squadron Hennessy Award, member of squadron Excellent rating NATO TAC EVAL, squadron NCO of the quarter, team member Readiness Rodeo--placed third in USAF, Stripes for Exceptional Performers promotion, Civilian Employee of the Year working part-time at the Officers' Club, and Distinguished Graduate at the NCO Academy.

By this time, I had separated from the Air Force, and was pursuing my semipro motorsport career full time. We had settled down in England, had bought our first home, and were really enjoying our lives. My wife was also on my pit crew, and we also received much assistance from various volunteers, some of whom had extensive experience with professional teams, but who were helping us out between jobs. Although ours was a low budget operation, we were on TV almost every race, were receiving much press coverage, including feature articles, in such military publications as The Stars & Stripes, AIRMAN and The Guardian. We were traveling all over the country in pursuit of racing the world's best and brightest (England is a relatively small country--we had a dozen race tracks within a four hour drive of our home). I felt that I was on my way to achieving my dream of earning a living as a professional racing driver, racing against the top drivers from twenty-five nations from five continents.

The Services Squadron was hit by a drug purge from the base commander. Fifteen enlisted members had their careers destroyed during the investigation. Yet the drug dealer was not disciplined in any way; no jail time, no demotion, not discharged. In return for his entrapping his friends, he was given a clean record and a transfer to his base of preference (without telling the next base that he was a drug dealer). The squadron commander was fired, allegedly for allowing the squadron to be overrun with illegal drugs. A "green" squadron commander was brought in, to straighten out the "troublemakers," i.e., the remaining squadron members who had not purchased illegal drugs from the sting operation.

However, my wife's career took a sudden turn for the worse when her new squadron commander, a former basic military training instructor, attempted to prosecute her with false charges of accepting bribes and blackmarketeering. This was possibly done as a reprisal for her proceeding with a highly publicized interracial military rape trial many years before. (She had been raped at knifepoint by a coworker, and she required an armed guard to protect her from death threats. Her commander had access to these personnel files.) Greed, racism and professional jealousy led him to overstep his authority, forcing us into conducting our own investigation into his criminal behaviors. It was an act of self-defense. My wife chose to pursue her professional complaints up the chain of command.

The unlawful reprisals against my wife were again escalating, including her being classified "Detrimental to the Air Force if assignment continued overseas." The NCOIC (NCO in charge) at the base personnel office advised her: "Your commander has made his feelings quite clear about getting rid of you, reasons I will not go into. It's your decision to make, but if you stay here you could be separated as a Staff Sergeant, instead of a Tech Sergeant. . . . That could happen if you stay [here]."

Upon consulting with the Area Defense Counsel, she was legally advised: "Cut the crap about the . . . 6th Amendment, it does not apply to you! You keep spouting off about your rights. Well, you do not have them since you are a member of the USAF and these rights guaranteed under the Constitution do not apply to you or your situation. You gave up these rights when you enlisted in the service. You took an oath to obey your superior officers. You do what they tell you to do! Get the idea of rights . . . out of your head. You really sound ridiculous . . . . Remember, you are not a civilian--these rights do not apply to you at all! . . . Maybe you are seen as the troublemaker. . . . You really have stirred up a lot of people on this base. . . . You know, I've seen Master Sergeants demoted for less than what you've done. . . . If you are not careful it could turn around and slap you in the face! . . . As for the squadron commander slandering your character (Threat communicating; Article 134, Manual for Courts-Martial U.S; false allegations of bribery, blackmarketeering and prostitution), they can do and say as they like. For example, if I think someone is an asshole and I tell someone else that's allright. . . . You need to take a serious look at your future."

Ultimately, we filed complaints in the USA against that atttorney for violating the Code of Professional Responsibility. I 1 I 2

Eventually, she confronted the wing inspector general, the second highest-ranking officer on the base. The colonel illegally threatened her: "If you persist in your complaints, your career will suffer as a result, and that you will no longer be respected, should you persist in sending your complaints off the base. . . . You think that your commander is a scumbag, and you are just trying to get him fired, aren't you? If your intent is to get your commander fired, it will never happen. He is a very powerful man on this base. Maybe you are the problem!" That was just the beginning of a long fight to keep my wife out of military prison, and to salvage her previously meteoric career.

With a family full of lawyers and a lifetime full of strange but true stories of cases, I had a gut feeling to not trust the legal system to "do the right thing". In the military, even petty allegations can destroy a strong career and send an NCO to prison. I 1

We learned firsthand about government self-investigation. Top military commanders, accused of committing criminal acts, manipulated the entire law enforcement establishment, including the judge advocate general corps (JAG -- a fancy term for military lawyer). They controlled the careers of cops, investigators, prosecutors, defense counsel, judges and juries. And they could even write their own congressional investigative reports through the I.G.'s office. They had government trained assassins just a phone call away, for what some Special Forces call an "internal swipe." Obviously, the commanders felt unencumbered by legal restrictions that normally applied to the rest of military members.

Perhaps not unlike the corrupt local governments in many areas in the United States.

At that point we learned how to bypass a corrupt bureaucratic system, motivated by our desire for survival. The "Achilles heel" of a corrupt government official is ironically his own corruption. And the more corrupt he is, the easier it is to find incriminating evidence. The dirtier they are, the more dirt you find, and, the bigger they are, the harder they fall.

We eventually gathered evidence of fifteen separate military criminal laws violated by her squadron commander (including constant violation of top-secret security procedures, a DWI arrest and cover-up--after the commander nearly ran a British Ministry of Defense officer off the road, and for accepting contractor bribes), plus other charges against her other wing and base commanders, including the wing inspector general, and reported them to proper authorities in outside agencies on 28 August 1989. Base commanders had been using the squadron commander to defraud multimillion-dollar government contract funds, with my wife forced to rewrite the contracts. The WRM accounts were also being pilfered. These WRM supplies were needed should NATO ever be overrun by non-nuclear Soviet Pact forces.

The base contracting commander warned, "This is so illegal. We're all going to jail." Civilian contractors had been forced out of work for alleged poor performance. New contracts were awarded at several times the expense of the old contracts. Then the dining halls were permanently closed, one day after the new contract was awarded, and the funds reallocated to fly more jet bomber sorties. My wife became a government whistleblower, reporting Fraud, Waste and Abuse of taxpayer funds to bipartisan members of both Congress and the White House, including (former) Congressman Toby Roth (R), Wisconsin, (then) Senator Al Gore (later President Bill Clinton's second in command and candidate for the presidency in 2000), (then) Senator Jim Sasser (ambassador to China for President Bill Clinton, who lived through a terrorist attack in retaliation for the US intentionally bombing the Chinese embassy in Bosnia). Her report was 400 pages long, and included government financial documents and sworn testimony from many equally concerned military members and civilian government employees.

No person may restrict a member of the armed forces in communicating with a Member of Congress or an Inspector General. . . . No person may take (or threaten to take) an unfavorable personnel action, or withhold (or threaten to withhold) a favorable personnel action, as a reprisal against a member of the armed forces for making . . . a communication to a Member of Congress or an Inspector General. . . . A communication . . . [is one that] makes a complaint or discloses information that the member reasonably believes constitutes evidence of a violation of law or regulation; or mismanagement, a gross waste of funds, an abuse of authority, or a substantial or specific danger to public health or safety."

At approximately the time period of an impending investigation, a government VIP luxury airliner landed on the base. The top-ranking commanders lined up to greet the dignitaries, as is the custom. One of the civilians departed the luxury aircraft and walked up to the wing commander, who is the highest-ranking commander on the base. Instead of greeting him with a salute or handshake, he grabbed him by the collar and hissed, "So these are those leather jackets the Congress is paying [pilots] for." This incident was observed by a Master Sergeant who had been detailed to carry the VIPs' luggage. The dignitaries then boarded their luxury motorcoach (bus) for their drive to the embassy in London. Note that Central Intelligence Agensy (CIA) staff operate out of US embassies and are often tasked with investigations on military bases, including stateside bases.

The Third Air Force Resource Advisor, also based in England, investigated the squadron commander and base Inspector General in January of 1990. The investigating colonel agreed that the reprisals had taken place, but that he "didn't want to get involved." He told her, "Your commander says that you have been here too long and seen too much. There are two types of personnel associated with your complaints. The ones who do not support you outnumber the ones who do support what you are doing. The problem is that the one who is supporting you happens to be a member of Congress. . . . Your complaints are getting too much attention from Washington."

Soon after the 3rd A.F. I.G. investigator departed, the commander-in-chief of USAFE, General Mike Dugan, arrived at the base and visited the intelligence section in the high-security nuclear alert bunker, across the hall from my wife's dining facility (she had been removed from her contracting and wartime readiness jobs). She was ordered to wait there, with her squadron commander (who had refused to visit her and her facility for over a year), for a visit from the USAFE commander. After several hours, General Dugan stormed out of Intel, without visiting my wife's facility.

In May of 1990, we received the 3rd A.F. I.G.'s findings, as reported to Congress. The I.G. findings were fraudulent. My wife and I co-wrote a rebuttal to the report, titled Corruption of the Inspectors General Complaints Program, United States Air Forces in Europe. The report was 150 pages long, and included official documentation to rebut the 3rd Air Force I.G.'s findings, and forwarded it to the Congress in July of 1990.

Eventually, the wing commander was promoted to brigadier general and given the job of Inspector General for the U.S. Air Forces in Europe (USAFE). He was then tasked with conducting the reinvestigation into my wife's allegations of lying to Congress by the Third Air Force I.G. We assumed that this promotion and assignment was intentionally done by General Dugan to cover up for his USAFE command.

The commander of USAFE, General Mike Dugan, was soon promoted by president George Bush Sr. to Chief of Staff for the Air Force, around May of 1990. My wife and I realized that obviously General Dugan had promoted the wing commander to USAFE I.G. in order to cover up the serious allegations she had made regarding commanders and I.G.s under his command. We despaired that now General Dugan was so powerful that nothing would be ever be done to resolve any of the problems occurring daily in her squadron.

On August 1, 1990, Iraqi armed forces invaded Kuwait. The White House had just donated another $1-billion of illegal weapons (lying to Congress and violating Congressional law), and had military maneuvers scheduled with Iraq the week of the invasion. The U.S. ambassador to Iraq April Gallispie had just advised President Saddam Hussein on videotape that: "I have direct instruction from the President to seek better relations with Iraq. . . . We have no opinion on the Arab-Arab conflicts like your border disagreement with Kuwait." The President's public opinion polls had been dropping from the Iran-Contra scandals (with an election approaching), and Congress was considering saving taxpayer's money on the "peace dividend" after the end of the Cold War against Communism (and was currently analyzing the White House's budget proposal).

During Operation Desert Storm, my wife set up a dining facility for a Contingency Support Hospital in England at RAF Little Rissington. 5,000 U.S. forces were airlifted to the reactivated base, in expectation of many thousands of U.S. casualties from the war.

In his book, The Commanders, Bob Woodward (editor of the Washington Post) wrote: "[Chairman of the Joint Chiefs of Staff, General Colin] Powell. . . heard a report on CNN about statements Air Force Chief of Staff General Michael Dugan had made about the plans for war against Iraq. The report, based on a story published that morning in the Washington Post, sounded weird. . . . Under the headline, "U.S. to Rely on Air Strikes if War Erupts," Powell read: 'The Joint Chiefs of Staff have concluded that U.S. military air power--including a massive bombing campaign against Baghdad that specifically targets Iraqi President Saddam Hussein - is the only effective option to force Iraqi forces from Kuwait if war erupts, according to Air Force chief of staff Gen. Michael J. Dugan.' With mounting surprise and alarm, Powell read that Dugan said the other chiefs as well as General Swartzkopf shared Dugan's view that 'air power is the only answer that's available to our country' to avoid a bloody land war that would destroy Kuwait." [Secretary of Defense Dick] Cheney said the comments were so extreme that he might find it necessary to relieve General Dugan. 'Do you have a problem with that?' Cheney asked. No, [President George] Bush said, whatever Cheney wanted to do, he would have Bush's support. . . . Cheney thought long and hard. Policing the four-stars was part of his ongoing job managing the building. . . . Cheney told Dugan he would have to relieve him of his responsibilities as Air Force chief. . . . Neither the Secretary of the Air Force, Donald Rice, nor General Swartzkopf had been consulted on the decision." General Dugan was fired six months after taking command of the USAF -- the first member of the Joint Chiefs to ever get the axe.

Bob Woodward, with help from Carl Bernstein, co-wrote All the President's Men, which eventually became a myth-making movie starring Robert Redford. This book was credited with starting the downfall of President Richard Nixon in the aftermath of the illegal Watergate burglaries. Mr. Woodward had formerly been a Navy lieutenant whose job had been briefing the Joint Chiefs of Staff in the Pentagon, and relaying their communications to General Alexander Haig, who was the president's White House chief of staff during the Vietnam War, according to Len Colodny and Robert Gettlin, in their book Silent Coup.

Gen McPeak gets promoted

General Merrill McPeak was promoted to become the new Air Force Chief of Staff. During his Senate confirmation hearing, General McPeak promised that: "We will not cut corners. Period. There is going to be no lack of integrity among the senior officers of the Air Force, that is all there is to it. We are going to do business in a straightforward, honest, businesslike way."

The November 1990 issue of TIG Brief included an article by Lieutenant General Hosmer about the I.G Complaint Program and the Fraud, Waste and Abuse Prevention Program. General Hosmer wrote: "Commanders . . . let's get the message out! . . . And I'm not talking about spending time with 'problem' people--I'm talking about spending time on good Air Force people who just happen to have a problem."

The final Inspector General investigation was conducted in December of 1990, by a team sent from Norton AFB, California (USAF I.G. H.Q.). The senior Colonel admitted: "You should never have received those [I.G.] findings." The Colonel stated that the squadron commander had been relieved on command on 1 December 1990, and given a job as bartender at the Officers' Club. Upon being asked whether there had been any positive changes in the squadron, my wife replied, "Yes, people are a lot more motivated in the squadron, and they are happier."

My wife gathered more witnesses to testify to that, in self-defense. I co-wrote another 200-page report, in September of 1991, and mailed it to additional bipartisan members of Congress, as well as to the White House, titled, Impotence of the Inspectors General Complaints Program, United States Air Force. We wrote: "It's very good that the Air Force adopts 'integrity' as its new buzz word. The TIG Brief has even defined it so that everyone will know what it means. Unfortunately, integrity doesn't stand a chance when confronted with 'command influence.'"

A full page article in the Air Force Inspector General magazine, TIG Brief, titled "Where Has the Integrity Gone," dated July 1991, discussed my wife's situation:

"This investigation resulted from an NCO's third congressional inquiry letter in which the complainant rebutted numerous answers to the previous two inquiries. The Air Force investigators reviewed 70 allegations. Of these, 10 were substantiated and 22 were partially substantiated. . . . Was something wrong with the way in which this case was handled? You bet - a lack of integrity. Webster's Third New International Dictionary's definition of integrity includes 'avoidance of deception, expediency, artificiality, or shallowness of any kind.'"

In the same issue of TIG Brief, the new Chief of Staff of the Air Force, General Merrill A. McPeak wrote (with a smug smile on his face, or what passes for a smile on a general): "The Inspector General performs an essential function. He provides that crucial second opinion that gives commanders at all levels confidence that things are being done right. He also raises warning signs when things are going wrong. . . . The I.G.'s principle customer is the commander. . . . The I.G. system, helping commander to identify problems and solve them, uncovering better ideas and sharing them, ensuring that we know where we stand, for better or worse."

In another issue of TIG Brief, Colin Powell, Chairman of the Joint Chiefs of Staff, writes: "I can tell you that democracy is not an easy form of government for military professionals. We subordinate ourselves totally to the will of the people and their elected representatives. We are subjected to civilian leaders and all manner of congressional oversight committees composed of both experts and amateurs who demand accountability from us and who question every request and all our needs. Yes, democracy is, for a military professional, hard. . . . But, in the final analysis, no matter how tough democracy is, it is a magnificent system!"

In Howard Means' book, Colin Powell, Soldier/Statesman - Statesman /Soldier, Marybel Batier, who had been interviewed for "The Commanders" says that "Bob Woodward was about eighty-percent accurate at any point of that book." General Powell had been quoted on C-Span's American Profile series: "There's no better fight in town than testifying before Congress. . . . It's kind of like the old story out of 'The Godfather' - 'nothing personal, just business' as they throw the wire around your neck." General Dugan is not mentioned anywhere in this book, despite the historical significance of the first member of the Joint Chiefs to ever be fired.

My wife's squadron commander was fired, and given the job of bartender at the officer's club. She eventually held simultaneous positions as dining facility manager, First Sergeant and Squadron Superintendent, still as an E-6. She was offered a job working for the Secretary of Defense at the Pentagon, which she declined in order to take early retirement.

A sign in the waiting room of the base legal office (Staff Judge Advocate General (JAG)), where witnesses lined up before testifying to the I.G. investigative team warned: "If you want to play with the big boys, you have to know how to play the game." The USAFE I.G. investigation was also a whitewash of my wife's very serious allegations. In fact, it was more like an interrogation.

Prior to my wife's retirement, I co-wrote another 200-page report to bipartisan members of Congress, as well as to the White House, titled, Failure of the Inspectors General Complaints Program, Equal Employment Opportunity Program, Uniform Code of Military Justice, and Censorship in the Department of the Air Force, explaining her disillusionment with the U.S. military.

Congressional oversight, utilizing its General Accounting Office, resulted in a significant savings to the Pentagon food service budget. To realize this savings merely required the military to follow its current regulations as written, instead of abusing and misappropriating civilian contract funds.

England as US aircraft carrier - Col Venkus wrote that his pilots on the raid were prescribed "GO PILLS" - In 2002 "GO PILLS" of dextroamphetamine (the original "SPEED" now prescribed for Attention Deficit Disorder) were forced upon USAF pilots in Afganistan and resulted in a Friendly Fire massacre of 40 people at a wedding party. In just one month, 4 US Army soldiers at Fort Bragg slaughtered their wives, 2 killed themselves, and 1 wife was forced to kill her husband in self defense, after the Special Forces returned from Afganistan, where they were ordered to kill innocent women and children. In Desert Storm, GO-PAK drugs were given to soldiers

In the Air Force alone, one billion dollars a year is spent on food allowances, supposedly for military members utilizing off base housing. Yet 57% of dormitory residents (who were also given the allowance) were considered questionable, according to a Pentagon memo written after the investigations (dated July 1992), and distributed to all bases ordering "field commanders must turn this situation around." Of course, the American taxpayer never saw the benefit of this savings, since the Pentagon merely used it in some other manner. I 1 I 2

Colonel Robert Venkus, vice-wing commander and inspector general of RAF Lakenheath, in England, writes in his book Raid on Qaddafi: "I found myself chosen to become Lakenheath's 'lady in waiting.' Both naive and ambitious, I began to think that promotion to flag rank was a possibility. This is known as having 'stars in your eyes.' Given a strong foothold, it can readily cloud the most objective judgment and cause the reassessment of long-held views on honesty and integrity. In other words, officers can reach a state where they will consider doing almost anything in order to be promoted to general."

General Norman Swartzkopf, commander of the Allied forces in Operations Desert Shield and Desert Storm, writes in his autobiography, It Doesn't Take a Hero: "Our new captain was an alcoholic. . . . Some of the men had had enough and reported to the Army inspector general that their commander had been drunk on duty. But [the battle-group commander, Lieutenant Colonel] Brummitt did not want the inspector general meddling in battle-group affairs, and the lieutenant colonel he appointed as investigating officer subverted the investigation by giving the captain the names of the kids who'd offered to testify. The captain called them in, one at a time, and made sure they were so scared that they denied having seen anything. The investigation was dropped. I was in the office when headquarters telephoned the captain with the news he was in the clear. He was laughing! At first I was stunned and then I was mad as hell. Something inside me snapped. I called the investigating officer and asked for an appointment. 'What's this about?' he said. 'I need to talk to you about an incident that occurred in my company.' 'Are you sure you want to do this?' 'Yes, sir. I feel it's my duty.' I knew I was jumping the chain of command, and when I walked into the lieutenant colonel's office I was scared. He said, 'Lieutenant, I want to tell you something. The single most important value in the Airborne is loyalty to your commanders. That's loyalty no matter what. Any attempt to undermine their authority of your superiors will be viewed in the most dire light by all of us in this headquarters. Now, what is it you wanted to talk to me about?' I said, 'Sir, I don't want to talk to you about anything.' I walked out thinking, 'You and your Airborne can go to hell.'"

Making waves


General Swartzkopf only gives one sentence in his book to his fellow commander in Desert Shield, General Mike Dugan. With help from the president, General Dugan retired on a $75,000 per year pension, rather than the $50,000 he was originally entitled to. (About half the retirement pay of disgraced Los Angeles police chief Darrel Gates.)

Joel Bainerman writes in The Crimes of a President: "Although it never made its way into the mainstream press, the alternative press--the Nation, the Village Voice, the Progressive, and In These Times--has given extensive coverage to 'Operation Demevand.' . . . [T]his was a White House operation to sell massive amounts of arms to Iran, covertly and illegally. Barbara Honegger, in her book 'October Surprise,' gave one of the earliest reports on the massive arms sales from the U.S. to Iran. Although many of sources remained anonymous, she has to be given a lot of credit for investigating a secret agenda that up to then had been virtually undetected. Her sources told her arms shipments began in 1981 [when the 52 embassy hostages were released during the presidential inauguration], and by 1986 had more than $15 billion worth of arms had been redirected to Iran [as reward for holding the hostages until the president could be embarrassed and defeated in the 1980 election]. She quotes Richard Muller, a former colonel in the Marine Reserves, as claiming that secret NATO military supplies stored in Reforger stores throughout Europe were being drawn down and sold to Iran, as well as to rebel forces in Angola, Afghanistan and Central America. The proceeds went to the Pentagon's 'black budget' for covert activities. . . . Why would the U.S. knowingly leave itself unable to defend itself against a conventional attack from Warsaw Pact countries?"

Loss of these WRM inventories would require that NATO respond with a nuclear retaliation on Western European soil, killing millions of people, if not instigating World War 3. Mr. Bainerman writes: "One of her sources, who was a former CIA official stationed in Germany. . . . [explained:] It was exactly that intention," and the allies did not know because they were given false inventories. In fact, my squadron superintendent confessed to me that our war plans had already been drawn up to include first strike retaliation with nuclear weapons dropped on our allies throughout Europe. The superintendent was very upset by this, since he knew the reality that once given the order, our squadron would load the nuclear bombs without question. If anyone had attempted to prevent the loading of the bombs, the cops had their orders to shoot us. No other scenario existed, since the stockpiles of conventional weapons had been sold for a profit. The superintendent was soon relieved from his position allegedly for low performance of his troops during nuclear weapons drills--his replacement was much less hands-on.

Iran wasn't the only nation supplied with weapons during Iran-Contra, which was actually Iran-Iraq-Contra. The White House , run by Sir George Bush Sr Knight of the BRITISH Empire, also armed Saddam Hussein and Iraq, immediately prior to the premeditated Gulf War #1, DURING Gulf War #1, after Gulf War #1 (Dick Cheney's Haliburton no-bid contracts bypassed the ban on WMDs), and DURING Gulf War #2 (while Haliburton sold contaminated water to US troops). This is exactly what Uncle scam did during World War 2, Korean War and Vietnam Wars - arming the enemy to prolong the war-profiteering and population reduction. During Gulf War #1, FBI raided BNL Bank in Atlanta, for arming Iraq with billions of dollars of free weapons, in violation of US law. BNL Bank was run by Sir Heinz "Henry" Kissinger Knight of the BRITISH Empire. Was Iraq's Exocet missile attack against USS Stark, killing over 30 soldiers, a result of illegal orders from the Sr Bush White House to sink a US ship, just like LBJ illegally ordered Israel to sink USS Liberty? Was the attack on the Stark a Beta Test to see if at least some of the Iraqi troops would be willing to fight against their own ally, USA? As LBJ told his admirals, "I want that goddamned ship to go to the bottom!" This treason was straight out of the Operation NORTHWOODS playbook - the White House hiring enemy soldiers to attack and kill US military soldiers, in order to "justify" war and invasion. Israel and the White House claimed the attack on Liberty was an "accident", but even Israeli soldiers have confessed they knew it was a US ship but follwed their illegal orders to continue the attack. The Stark attack was also claimed to be an "accident", just like it was an "accident" that US ambassador to Iraq, April Glaspie, told Saddam Hussein to go ahead an invade Kuwait, starting a 15-year war that has genocided 2.6-million Iraqis and 200,000 US soldiers, so far. It also appears that Israeli snipers are shooting US soldiers in Iraq, and bombing US soldiers with "IEDs", to blame the Iraqis and prolong the war-profiteering.

Republican President Dwight Eisenhower, the former Supreme Allied Commander during World War II, explained that: "Every gun that is made, every warship launched, every rocket fired signifies in the final sense a theft from those who are cold and who are not fed. This world in arms is not spending money alone. It is spending the sweat of its workers, the genius of its scientists, the hopes of its children." It also raises everybody's taxes a tremendous amount. The US taxpayer invests more on military spending than the combined net profits of all American corporations.

Ike also warned the American people:

"This conjunction of an immense military establishment and a large arms industry is new in the American experience. The total influence – economic, political, even spiritual – is felt in every city, every Statehouse, every office of the Federal government. We recognize the imperative need for this development. Yet we must not fail to comprehend its grave implications. Our toil, resources and livelihood are all involved; so is the very structure of our society. In the councils of government, we must guard against the acquisition of unwarranted influence, whether sought or unsought, by the military-industrial complex. The potential for the disastrous rise of misplaced power exists and will persist. We must never let the weight of this combination endanger our liberties or democratic processes."
—President General Dwight Eisenhower, farewell adress to the nation on live TV

Munitions are not the only profiteering during warfare. Many members of the White House staff, including the president, George Bush Sr., signed waivers regarding their conflict of interest in waging war against a fellow business competitor, since they owned millions of dollars in oil company stock. A twentyish Bush Sr. got his start in the oil business with a million dollar gift from his father, Wall Street lawyer Prescott Bush (involved with a company busted for dealing with Nazis and violating the Trading With The Enemy Act during World War II), to start an offshore business named Zapata Oil (alleged in The Nation as Bush's first job as spy for the CIA, and a prelude to Bush's job as CIA director in the 1970s). A war would not only help eliminate a business competitor but would also drive up the price of American oil even though Arab oil accounts for a mere 3% of oil consumption in America. Allegedly, American troops were ordered to "defend" flaming Kuwaiti oil wells from American firefighters, apparently in order to drive up the price of oil thanks to news media coverage of the smoking environmental disaster. Secretary of Defense Dick Cheney was worth approximately $40-million thanks to his ownership of oil stock. In 2000, during the presidential campaign of George Bush Jr and vice presidential nominee Dick Cheney, oil prices suddenly rose sky high. A criminal antitrust investigation by the Bill Clinton and Al Gore Justice Department resulted in an equally sudden drop in oil prices.

When it comes to military employment, is father like son? Bush Jr. apparently rarely showed up for work in his cushy Vietnam War job as stateside National Guard pilot. Bush Sr., allegedly shot down during battle, tells inconsistent stories as to why he survived and his crew did not. Did multimillionaire teenager Bush Sr. actually see combat that day, or was a CIA-type cover story concocted to create a wartime myth for a CIA/intelligence agency messiah? Was he being shielded and groomed for bigger and better things than a mere Purple Heart? This apparent "memory loss" was reported by The Nation and many other publications, but never by the mainstream news media. If Bush Sr. really did almost become a POW, how did he have the heart, along with president Ronald Reagan and secretary of state James Baker, to allegedly turn down Vietnam's offer in 1981 to return their living POWs if paid the $3-billion in war reparations agreed to by corrupt president Richard Nixon? Billionaire Reform Party candidate Ross Perot wrote that was why he ran against Bush Sr. for the presidency in 1988, sabotaging the Republican vote so Bill Clinton would win. As for Bush Jr.'s alleged arrest for cocaine use, perhaps he takes after then vice president Bush Sr.'s alleged arrest for DUI -- along with one of his mistresses -- after a car crash, according to former first lady Nancy Reagan. Reagan hated Bush Sr. for running against her husaband and then within one year taking control of the presidency after her husband was shot by an assassin -- an assassin who's brother was due to have dinner with a son of Bush Sr. Not Bush Jr, but Neil Bush, of the billion-dollar Silverado Savings and Loan bankruptcy infame.

Today, it is generally accepted by historians that America had never been threatened by Communist forces, that the entire Cold War was merely an excuse for trillions of dollars of taxpayer debt--much of it enriching the high-tech industries (and their executives) with Pentagon contracts. Fighting wooden aircraft and other fake weapons of mass delusion would not prove profitable to the powers that be. Many gvernment whistleblowers allege that warfare is merely a tool for the aristocracy to control and manipulate world populations for their profit. Those in true power rarely wage war against each other, lest they risk personal destruction. Instead, they cooperate for mutual benefit, lying to the public, alleging to the public that they need to pay for another expensive war against the latest converted enemy. In other words, selling off NATO stockpiles did not place America or Europe at risk, because the powers that be had decided decades before that there would never be a World War 3. Since only the people at the top knew this, the weapons had to be sold off secretly, in preparation for America's, and Europe's, next contrived 15-year "war," Operation Desert Storm, a war involving a Desert Retreat and nearly daily bombardment ten years later to "finish" the job president Bush Sr. and Defense Secretary Cheney started. Not even the Vietnam War lasted that long, officially.

These Drug War commanders also were in the loop while US soldiers allegedly guarded the Mafia in the Mediterranean and protected cocaine plantations in South America, and according to Colonel Venkus, sent pilots to bomb Libya under the prescribed influence of crystal meth[amphetamine, an ADD prescription medicine for improving attention and "intelligence"], cocaine [prescription medication for dental pain with side effect of anti-depressant] and heroin [morphine, prescription medication for pain with side effect of anti-depressant] ("a/pac") -- the better to kill 40 sleeping civilians without tired thinking, slow reactions, pain of injury, disabling fear or emotional conscience. (However, it does nothing for remorse after the fact, and many combat veterans must resort to self-prescribed drug "addictions" and/or permanent "nightmares" by souls seeking amends.)

Allegedly, Libya retaliated in 1988 for this raid by bombing Pan Am flighF 103 and putting that corporation into bankruptcy, although Pan Am's investigation found that US government employees dealing drugs for the White House did the dirty deed. Acccording to Dr. Stoney Merriman, former Public Affairs Chief of the US Marine Corps at the Pentagon and a former editor the the Carthage, Tennessee newspaper in Vice President Al Gore's hometown, US Special Forces ground troops intercepted and protected Colonel Quaddafi in order to prevent his injury during the bombing of his home. The US soldiers were also tasked with protecting any other dignitaries visiting Quaddafi. Why would anyone choose integrity, when corruption appears simpler and more profitable? I will give you one word--sanity! I believe that a person who makes this choice will enjoy life more, and ultimately be more successful. Choosing integrity is not the safe route, because doing what's right is pretty tough sometimes. Being true to one's self, however, allows living life to the fullest, instead of getting sidetracked into a world of deception.

That government corruption ordeal, which involved nearly 1,000 pages of self-published congressional complaints and supporting official documentation, as well as personal investigation, was hard work. We even endured being followed by radio-equipped military officers and an anonymous tape-recorded death threat. At the time, we did not realize we had landed in the middle of a battle between the Congress and the White House, CIA and Pentagon.

Why did we fight so hard, instead of just transfering out? Because my wife wanted to salvage her career, and I helped her because I wanted to go racing in England, the world center for "road racing," and nobody was going to illegally stop me. The stress was unbelievable, similar to what combat must feel like. We were butting heads with professional killers, who not only loved their jobs, but were in love with their jobs. But what the heck, you only go around once. That's what they never could understand -- our backs were against the wall, and it turned into a successful mutiny. We had sworn affidavits from a dozen other NCO's and government civilian employees who were equally appalled and mistreated. We even found witnesses who observed the conspiracy of her commander making up false criminal charges, and then laughing about them.

We stood up for our legal rights as spelled out in the Uniform Code of Military Justice.

Unfortunately, our rights only exist when we fight for them.

Citizens trust their government with their lives, and hope to get their dollars' worth from their taxes. Occasionally, they get less than perfect results. Is it any wonder some citizens respond with cynicism?

While in the armed forces, I learned that it is incredibly easy to let a government control what I think by controlling what information I see, hear and read. Top Secret intelligence briefings do not tell the whole story, and are unverifiable as to their alleged accuracy. Not until many years later did the realization that the nation had been conned sink in. I also learned that my personal success, in all parts of life, was dependent upon me thinking for myself, which depended on me remaining open-minded to as many sources of information as possible before jumping to a conclusion. I learned that the good guys cannot be distinguished from the bad guys, regardless of employer or rank, without a one-on-one appraisal. Yet I also learned how to create fear in a corrupt government employee, and how to use a bureaucracy to full advantage. I hoped that I would never again need to deal with such garbage again.

Of course, such was not the case. Yet a good education can often prove useful in life, provided lessons are not ignored or forgotten, and provided it doesn't kill you.

Within 12 months of retirement, Tami Lee survived 4 heart attacks at age 32, and many other serious symptoms, as a result of sabotaged vaccinations in preparation for her standby deployment as Readiness NCO to Gulf War #1, in addition to her exposure to radioactive nuclear weapons and jet-engine exhaust. Veterans Administration, with 4,000 trial lawyers under illegal orders from White House and Congress, embezzeled Tami Lee's retirement pension, as perpetrated against 95% of all disabled-retired veterans. My introlduction to the game occurred upon arrival at the hunting lodge near Greybull, Wyoming, and it physically and psychologically devastated me. I stood naked in his hunting lodge office after being hunted down and caught. Cheney was talking as he paced around me, 'I could stuff you and mount you like a jackolope and call you a two legged dear. Or I could stuff you with this (he unzipped his pants to reveal his oversized penis) right down your throat, and then mount you. Which do you prefer?'

Like his ultra-secret Pentagon Bunkhouse, use of leather was in abundance. Heroin, Bush's drug of choice, was in abundance, and Cheney joined him in using it. The smorgasborg of drugs included opium, cocaine, and Wonderland Wafers (MDMHA-XYC aka Ecstacy). I had seen Cheney stumbling drunk before, but this was the only time I saw him use heroin. Kelly too, was subjected to the drugs.

Bush attempted to sell Cheney on pedophilia through graphic descriptions of sex with Kelly. Both were sexaully aroused from drugs and anticipation. Cheney demonstrated to Bush why he did not have sex with kids by exposing himself to Kelly and saying 'Come here'. Kelly reeled back in horror and said 'No!' which made them both laugh. Bush got up and took Kelly to the bedroom....

'Well, Kitten,' Ronald Reagan said to me, 'this is your death sentence. You'll go out in a blaze of glory.' I had heard about death by fire from everyone involved in 'free trade' through Mexico, of our nation's children for drugs. 'Free Trade' included drugs and white slavery. It routed traumatized, robotic, mind-controlled children to Saudi Arabia, while building weapons stockpiles in Nicaragua and Iraq. I was nearly 'used up' anyway, and recording my death via 'snuff film' was agreed upon as proof to Mexican president de la Madrid and other leaders at risk, that I had indeed been silenced by death.

General Michael J. Dugan is chief of staff of the U.S. Air Force, Washington, D.C. As chief, he serves as the senior uniformed Air Force officer responsible for the organization, training and equipage of a combined active duty, Guard, Reserve and civilian force of nearly 1 million people serving at approximately 3,000 locations in the United States and overseas. As a member of the Joint Chiefs of Staff, he and the other service chiefs function as the principal military advisers to the secretary of defense, the National Security Council and the president.

The general was born in Albany, N.Y. He earned a bachelor of science degree from the U.S. Military Academy in 1958, and a master of business administration degree from the University of Colorado in 1972. He completed Squadron Officer School in 1965, Air Command and Staff College in 1970 and the Air War College in 1973.

His early operational assignments were in F-100s and A-1s. He flew A-1s during 1967, from Pleiku Air Base, Republic of Vietnam, and Nakhon Phanom Royal Thai Air Force Base, Thailand. He then planned and taught cadet military training courses and served as cadet squadron and group air officer commanding at the Air Force Academy.

From June 1973 to July 1977, General Dugan was assigned to Headquarters U.S. Air Force, Washington, D.C., as an action officer and branch chief in the Office of the Deputy Chief of Staff, Plans and Operations, and then as executive to the vice chief of staff. He next served at Davis-Monthan AFB, Ariz., as vice commander and, later, commander of the 355th Tactical Fighter Wing. He subsequently became commander of the 23rd Tactical Fighter Wing, England AFB, La., and commander of the 832nd Air Division, Luke AFB, Ariz.

In May 1982, he moved to Langley AFB, Va., where he served successively as Tactical Air Command's assistant deputy chief of staff for operations, inspector general and deputy chief of staff for operations. He was assigned to the deputy chief of staff for plans and operations at Air Force headquarters as director of operations in June 1986, and as assistant deputy chief of staff in January 1987. He became the Air Force deputy chief of staff, programs and resources, in July 1987. He then became deputy chief of staff, plans and operations, in March 1988. He assumed his command of U.S. Air Forces in Europe in April 1989.

General Dugan is a command pilot with 4,500 flying hours and 300 combat missions. His military decorations include the Distinguished Service Medal, Silver Star, Legion of Merit with two oak leaf clusters, Distinguished Flying Cross, Purple Heart, Air Medal, Air Force Commendation Medal with two oak leaf clusters and Republic of Vietnam Gallantry Cross with Palm.

He was promoted to general May 1, 1989, with same date of rank and became Air Force chief of staff in July 1990.

Pete Williams, the Pentagon press chief, had called ahead to ask me to hold a press conference for reporters who would be traveling with the secretary. "That's crazy. I'm gonna be busy with Cheney and Powell," I'd replied. Williams had insisted that we produce someone in authority. So I'd asked Cal Waller to stand in - without thinking much about the fact that he had been in theater only a month and had little experience with the press. When the reporters repeatedly pressed him about Central Command's readiness, Cal, in an effort to be forthcoming, told them that our ground forces wouldn't be fully prepared to attack until possible mid-February - headline news because it contradicted the President's posture of putting pressure on iraq in advance of the UN deadline. Pete Williams and most of the public-affairs staff stayed up all night exercising damage control, and by morning had issued a statement that drew attention to the fact the Air Force and Navy were poised for immediate attack.

Walter knew he had screwed up and came to me the first thing in the morning to say so. I felt responsible for having gotten him into this mess and worried he'd be punished. Early in Desert Sheild, Cheney had fired General Mike Dugan, the Air Force chief of staff, for giving reporters classified information. So when Cheney and Powell arrived at headquarters an hour later, I asked them into my office.

"General Waller feels terrible about this flap he's created. But I'm the one to blame, for throwing him into a press conference when he's so new to the theater," I said.

To my surprise, Cheney and Powell responded that they weren't that concerned about his remarks. Cheney even quipped, "It's not always bad to send the enemy mixed signals."

"The United States, especially James Baker, assembled a coalition of forces to join it in opposing Iraq, consisting of forces from 34 countries; including Afghanistan. On February 22, 1991, Iraq agreed to a Soviet-proposed cease-fire agreement. The agreement called for Iraq to withdraw troops to pre-invasion positions within three weeks following a total cease-fire, and called for monitoring of the cease-fire and withdrawal to be overseen by the UN Security Council. The US rejected the proposal but said that retreating Iraqi forces would not be attacked, and gave twenty-four hours for Iraq to begin withdrawing forces. On February 24, the US began Operation Desert Sabre, the ground portion of its campaign. US forces pulled plows along Iraqi trenches, burying their occupants alive. In 1998, Saddam government doctors reported that Coalition use of 'depleted' uranium [that remains radioactive for 45-billion years] caused a massive increase in birth defects and cancer among Iraqis, particularly leukemia. "Content with ignoring the church, Bush has also decided to play with dynamite by ignoring some of America's top military minds. One of them is retired General Norman Schwarzkopf, the military commander of Desert Storm. He told The Washington Post that he has yet to be fully convinced that war with Iraq is necessary. Schwarzkopf's comments mirror those of other retired top generals, including Anthony Zinni, Wesley Clark, John Shalikashvili, Brent Scowcroft, Joseph Hoar, and Merrill McPeak. Pentagon sources report that the obviously mentally ill Donald Rumsfeld threatened to fire some members of his Joint Chiefs of Staff for not supporting the war against Iraq. These included former Marine Corps Commandant and now NATO commander General James Jones and Army Chief of Staff General Erik Shinseki. Another recipient of Rumsfeld's wrath is the commander of the U.S. Special Operations Command General Charles Holland who Rumsfeld accused of having a 'case of the slows' in carrying out Bush's war plans. Pentagon sources report that morale among senior military commanders is at an all time low. Rumsfeld rubbed salt into open wounds when he ordered his CINCs (Commander-in-Chief) to drop that title, declaring that there is only one "commander-in-chief" and that is Bush. Neither did it help when Rumsfeld said military draftees never added any value to the service. Pentagon sources report that some officers are digging out old message traffic that emanated from the Nixon White House in 1974 during the height of the Watergate crisis. One particular order from then Chief of Staff Al Haig stated that military commanders were to ignore any orders from Nixon unless they were authorized and co-signed by Haig. The fear then was that Nixon might have ordered a military move on the Congress during the impeachment hearings and cite national security as the reason for suspending the congressional proceedings against him."

Military criminal law, or military justice as it's more popularly called, is closely related to civilian criminal law.. Its sources are many and varied, some considerable older than the United States and its Constitution. However, the Constitution is the primary source of the law governing our military establishment (figure 7-1).

The Constitution

Although the Articles of War preceeded the Constitution by more than 10 years, the Constitution is the true source of our military law. This was well-emphasized by Salmon P. Chase after he became chief justice of the United States in 1864. He stated that:

"The Constitution itself provides for military government as well as for civilian government.... There is no law for the government of the citizens, the Army, or the Navy of the United States, within American jurisdiction, which is not contained in, or derived from the Constitution."

The Constitution gives Congress the power to raise and support an army, provide and maintain a Navy, and make rules governing the land, air and naval forces. This separation of power is an important element of our military justice system.

The MCM [Manual for Courts-Martial] contains a wide variety of materials including the full texts of the U.S. Constitution, UCMJ [Uniform Code of Military Justice], and authority, composition and procedures of courts-martial.


As a member of the armed forces, you retain basically the same legal rights you had as a civilian. The Constitution and the UCMJ guarantee and protect your legal rights.

Given a combat situation and you are faced with the following:

1. Perform combat operations using lawful weapons and tactics, and engaging only lawful targets.
2. Treat all captives, civilians, and their property saccording to the law of war.
3. Take appropriate action when faced with violations of the law of war or illegal orders.

(b) Unlawful tactics include... using enemy marked vehicles and uniforms during combat, and booby trapping dead or wounded personnel.

(a) Allow enemy soldiers to surrender.

(b) Treat all civilians humanely. Treat them as you would want to be treated.
(1) Do not use physical force or mental coercion on civilians. Protect them from acts of violence, intimidation and sexual abuse.
3. Identify violations of law or illegal orders and try to stop them. Report all violations by friendly or enemy troops.
(a) Violations of law of war are criminal acts. They are punishable under the Uniform Code of Military Justice (UCMJ).
(b) If you believe the law of war is being violated, do your best to stop it.
(1) Clarify unclear orders by repeating what you believe to be your correct orders.
(2) State that you disagree with the act.
(3) Use moral arguements.
(4) Threaten to report the act.
(5) Ask the senior soldier to stop the act.
(6) Refuse to obey an order to commit a criminal act.
(c) If the act is done or the criminal order is not withdrawn, immediately report the act or order through your chain of command. If the chain of command is not appropriate (such as when a member of the chain of command is suspected of committing a criminal act), report it to the Inspector General (IG), provost marshall, chaplan, or a Judge Advocate General Corps (JAG) officer. You must report all war crimes no matter who commits them. Crimes committed by the enemy must also be reported.

Army four-star general relieved of command

WASHINGTON (AP) -- The Army, in a rare disciplinary act against a four-star officer, said Tuesday it relieved Gen. Kevin P Byrnes of his command after an investigation into unspecified "personal conduct."

Byrnes was relieved as commander of U.S. Army Training and Doctrine Command on Monday by Army Chief of Staff Gen. Peter Schoomaker, according to a brief statement issued by Army headquarters at the Pentagon.

In that post, Byrnes oversaw all Army training programs and the development of war-fighting guidelines.

Although disciplinary action against general officers is not uncommon, it is extremely rare for a four-star general to be relieved of command. Byrnes held the position as commander of Training and Doctrine Command since November 2002. Before that he was director of the Army staff at Army headquarters in the Pentagon.

"The investigation upon which this relief is based is undergoing further review to determine the appropriate final disposition of this matter," the Army statement said.

A spokesman for Defense Secretary Donald Rumsfeld, Bryan Whitman, said the investigation involved "matters of personal conduct," but he would not say more.

The deputy commander of Training and Doctrine Command, Lt. Gen. Anthony R. Jones, has been designated the acting commander, following the action against Byrnes, Army spokesman Paul Boyce said.

The spokesman said it was an Army policy not to release information about specific allegations in an investigation of an Army officer.

In April the Pentagon announced that Lt. Gen. William Wallace had been nominated for a fourth star and assignment as commander of Training and Doctrine Command to succeed Byrnes, but he has not yet been confirmed by the Senate. There was no public indication at the time that Byrnes was under investigation.

Ostrovsky, a former Mossad agent, says its motto is "By way of deception, thou shalt do war".

The main reason for this extraordinary low total, as you will read in this book, is that unlike other countries, Israel can tap the significant and loyal cadre of the worldwide Jewish community outside Israel. {p. 52} My first six weeks were uneventful. I worked at the downtown office, essentially as a gofer and filing clerk. But one chilly day in February 1984, I found myself joining 14 others on a small bus. ... This course was to be known as Cadet 16, as it was the sixteenth course of Mossad cadets.

{p. 53} He walked briskly to the head of the table while the other two sat at the back of the room. "My name is Aharon Sherf," he said. "I am the head of the Academy. Welcome to the Mossad. Its full name is Ha Mossad, le Modiyn ve le Tafkidim Mayuhadim [the Institute for Intelligence and Special Operations]. Our motto is: 'By way of deception, thou shalt do war.'

{p. 86} The next day Ran S. delivered a lecture on the sayanim, a unique and important part of the Mossad's operation. Sayanim - assistants - must be 100 percent Jewish. They live abroad, and though they are not Israeli citizens, many are reached through their relatives in Israel. An Israeli with a relative in England, for example, might be asked to write a letter saying the person bearing the letter represents an organization whose main goal is to help save Jewish people in the diaspora. Could the British relative help in any way?

There are thousands of sayanim around the world. In London alone, there are about 2,000 who are active, and another 5,000 on the list. They fulfill many different roles. A car sayan, for example, running a rental agency, could help the Mossad rent a car without having to complete the usual doc-

An apartment sayan would find accommodation without raising suspicions, a bank sayan could get you money if you needed it in the middle of the night, a doctor sayan would treat a bullet wound without reporting it to the police, and so on. The idea is to have a pool of people available when needed who can provide services but will keep quiet about them out of loyalty to the cause. They are paid only costs. Often the loyalty of sayanim is abused by katsas who take advantage of the available help for their own personal use. There is no way for the sayan to check this.

One thing you know for sure is that even if a Jewish person knows it is the Mossad, he might not agree to work with you - but he won't turn you in. You have at your disposal a nonrisk recruitment system that actually gives you a pool of millions of Jewish people to tap from outside your own borders. It's much easier to operate with what is available on the spot, and sayanim offer incredible practical support everywhere. But they are never put at risk - nor are they privy to classified information.

Suppose during an operation a katsa suddenly had to come up with an electronics store as a cover. A call to a sayan in that business could bring 50 television sets, 200 VCRs - whatever was needed - from his warehouse to your building, and in next to no time, you'd have a store with $3 or $4 million worth of stock in it.

Since most Mossad activity is in Europe, it may be preferable to have a business address in North America. So, there are address sayanim and telephone sayanim. If a katsa has to give out an address or a phone number, he can use the sayan's. And if the sayan gets a letter or a phone call, he will know immediately how to proceed. Some business sayanim have a bank of 20 operators answering phones, typing letters, faxing messages, all a front for the Mossad. The joke is that 60 percent of the business of those telephone answering companies in Europe comes from the Mossad. They'd fold otherwise.

The one problem with the system is that the Mossad does not seem to care how devastating it could be to the status of the Jewish people in the diaspora if it was known. The an-

{p. 88} swer you get if you ask is: "So what's the worst that could happen to those Jews? They'd all come to Israel? Great."

Katsas in the stations are in charge of the sayanim, and most active sayanim will be visited by a katsa once every three months or so, which for the katsa usually means between two and four face-to-face meetings a day with sayanim, along with numerous telephone conversations. The system allows the Mossad to work with a skeleton staff. That's why, for example, a KGB station would employ about 100 people, while a comparable Mossad station would need only six or seven.

{p. 269} Pollard was not Mossad, but many others actively spying, recruiting, organizing, and carrying out covert activities - mainly in New York and Washington, which they refer to as their "playground" - do belong to a special, super-secret division of the Mossad called simply Al, Hebrew for "above" or "on top."

The unit is so secretive, and so separate from the main o ganization, that the majority of Mossad employees don't even know what it does and do not have access to its files on the computer.

But it exists, and employs between 24 and 27 veteran field personnel, three as active katsas. Most, though not all, of their activity is within U.S. borders. Their primary task is to gather information on the Arab world and the PLO, as opposed to gathering intelligence about U.S. activities. But as we shall see, the dividing line is often blurred, and when in doubt, Al doesn't hesitate to cross over it.

To say it doesn't gather information on the Americans is like saying mustard is not the main course, but you do like a little on your hotdog. Say, for example, there's a senator on the arms committee who interests Mossad. Al rarely uses sayanim, but that senator's paperwork, anything happening in his office, would be important information, so an aide would become a target. If an aide was Jewish, he or she would be approached as a sayan. Otherwise, the person would be recruited as an agent, or even just as a friend, with whom to mingle and listen.

The Washington cocktail circuit is very important for that. Certain attaches keep track of it. There is no problem adding someone to that circuit and giving it a legitimate ring.

Suppose, for instance, McDonnell Douglas wants to sell U.S.-made airplanes to Saudi Arabia. Is that a U.S. issue or an Israeli issue? Well, as far as the Institute is concerned, it's Israel's business. When you have something like that in place, it's very difficult not to use it. So they do.

{p. 270} One of the more famous of Al's activities involved the theft of research material from some major U.S. aircraft-manufacturing firms to help Israel secure a five-year, $25.8 million contract in January 1986 to supply the U.S. navy (shipboard) and marine corps with 21 16-foot-long drones, or unmanned Mazlat Pioneer 1 aircraft, plus the accompanying ground control, launch, and recovery equipment. The drones, which have a television monitor mounted underneath, are used in military reconnaissance work. Mazlat, a subsidiary of the state-run Israeli Aeronautical Industries and Tadiran, "won" the contract after outbidding U.S. firms in a 1985 tender.

In reality, Al stole the research. Israel had been working on a drone, but was not nearly far enough advanced to enter this competition. When you don't have to include research recovery costs in your bid, it makes a substantial difference.

After winning the contract, Mazlat went into partnership with AAI Corp. of Baltimore, Maryland, to complete it.

Al is similar to Tsomet, but it does not come under the jurisdiction of the head of Tsomet. Rather, it reports directly to the head of Mossad. Unlike normal Mossad stations, it does not operate inside the Israeli embassy. Its stations are located in safe houses or apartments.

The three Al teams are set up as a station, or unit. Let's say that for some reason relations between Israel and Great Britain collapsed tomorrow and the Mossad had to leave the United Kingdom. They could dispatch an Al team to London and have a complete clandestine setup the next day. The Al katsas are among the most experienced in the Institute.

The United States is one place where the consequences for messing up are immense. But not working through the embassy creates difficulties, especially with communications. If Al people are caught in the United States, they're jailed as spies. They have no diplomatic immunity. The worst that can happen to a katsa in a normal station, because he has diplomatic immunity, is deportation. Officially, the Mossad has a liaison station in Washington, but nothing else.

{p. 271} The Americans don't realize how much information is given to us through NATO, information that can be manipulated to present a much more vivid picture. ...

Al's stations, while outside the embassy, still operate like stations for the most part. They communicate directly to Tel Aviv headquarters either by telephone, telex, or computer modem. They do not use burst communications systems, because even if the Americans couldn't break down the messages, they would know there was clandestine activity in the neighborhood, something the Mossad wants to avoid. Distance is also a factor.

{p. 276} In a country where just about everybody serves in the army, military service is important. That's why you end up with a government that is 70 percent generals. People don't seem to understand what's wrong with that - with people whose nostrils flare at the smell of gunpowder.

{p. 277} In the midst of all this, the Mossad had made its first contact with the opium growers in Thailand. The Americans were trying to force farmers to stop producing opium and grow coffee instead. The Mossad's idea was to get in there, help them grow coffee, but at the same time help them export opium as a means of raising money for Mossad operations.

The American Jewish community was divided into a three-stage action team. First were the individual sayanim (if the situation had been reversed and the United States had convinced Americans working in Israel to work secretly on behalf of the United States, they would be treated as spies by the Israeli government). Then there was the large pro-Israeli lobby. It would mobilize the Jewish community in a forceful effort in whatever direction the Mossad pointed them. And last was B'nai Brith. Members of that organization could be relied on to make friends among non-Jews and tarnish as anti-Semitic whomever they couldn't sway to the Israeli cause. With that sort of one-two-three tactic, there was no way we could strike out.

"What's that?" I couldn't help smiling; I'd never heard it called that before.

"I knew that would get your attention," he said, grinning. "Shimon activated Operation Trojan in February of this year." {the only Shimon in the index is Shimon Peres}

I nodded. I'd still been in the Mossad when that order was given, and because of my naval background and acquaintance with most of the commanders in the navy, I participated in the planning for the operation as liaison with the navy.

A Trojan was a special communication device that could be planted by naval commandos deep inside enemy territory. The device would act as a relay station for misleading transmissions made by the disinformation unit in the Mossad, called LAP {footnote: LAP: LohAma Psicologit. Psychological warfare, or, as it's known in the West, disinformation}, and intended to be received by American and British listening stations. Originating from an IDF navy ship out at sea, the prerecorded digital transmissions could be picked up only by the Trojan. The device would then rebroadcast the transmission on another frequency, one used for official business in the enemy country, at which point the transmission would finally be picked up by American ears in Britain.

The listeners would have no doubt they had intercepted a genuine communication, hence the name Trojan, reminiscent of the mythical Trojan horse. Further, the content of the messages, once deciphered, would confirm information from other intelligence sources, namely the Mossad. The only catch was that the Trojan itself would have to be located as close as possible to the normal origin of such transmissions, because of the sophisticated methods of triangulation the Americans and others would use to verify the source.

In the particular operation Ephraim was referring to, two elite units in the military had been made responsible for the delivery of the Trojan device to the proper location. One was the Matkal {footnote: Matkal: Top military reconnaissance unit of the Israeli army} reconnaissance unit and the other was Flotilla 13, the naval commandos. The

{p. 114} commandos were charged with the task of planting the Trojan device in Tripoli, Libya.

On the night of February 17-18, two Israeli missile boats, the SAAR 4-class Moledet, armed with Harpoon and Gabriel surface-tosurface missiles, among other weaponry, and the Geula, a Hohit-class mlsslle boat with a helicopter pad and regular SAAR 4-class armament, conducted what seemed like a routine patrol of the Mediterranean, heading for the Sicilian channel and passing just outside the territorial waters of Libya. Just north of Tripoli, the warships, which were vlsible to radar both in Tripoli and on the Italian island of Lampedusa, slowed down to about four knots - just long enough to allow a team of twelve naval commandos in four wet submarines nicknamed "pigs" and two low-profiled speedboats called "birds" to disembark. The pigs could carry two commandos each and all their fighting gear. The birds, equipped with an MG 7.62-caliber machine gun mounted over the bow and an array of antitank shoulder-carried missiles, could facilitate six commandos each, while towing the empty plgs. The birds brought the pigs as close to the shore as possible, thus cutting down the distance the pigs would have to travel on their own. (The pigs were submersible and silent but relatively slow.)

Two miles off the Libyan coast, the lights of Tripoli could be seen glistening in the southeast. Eight commandos slipped quietly into the plgs and headed for shore. The birds stayed behind at the rendezvous pomt, ready to take action should the situation arise. Once they reached the beach, the commandos left their cigarlike transporters submerged in the shallow water and headed inland, carrying a dark green Trojan cylinder six feet long and seven inches in diameter. It took two men to carry it.

A gray van was parked on the side of the road about one hundred feet from the water, on the coastal highway leading from Sabratah to Tripoli and on to Benghazi. There was hardly any traffic at that time of night. The driver of the van seemed to be repairing a flat tire. He stopped working as the team approached and opened the back doors of the van. He was a Mossad combatant. Without a word said, four of the men entered the van and headed for the city. The other four returned to the water, where they took a defensive position by the submerged pigs. Their job was to hold this position to ensure an escape route for the team now headed for the city.

At the same time, a squadron of Israeli fighters was refueling south of Crete, ready to assist. They were capable of keeping any ground forces away from the commandos, allowing them a not-soclean getaway. At this point, the small commando unit was divided

{p. 115} into three details - its most vulnerable state. Were any of the details to run into enemy forces, they were instructed to act with extreme prejudice before the enemy turned hostile.

The van parked at the back of an apartment building on Al Jamhuriyh Street in Tripoli, less than three blocks away from the Bab al Azizia barracks that were known to house Qadhafi's headquarters and residence. By then, the men in the van had changed into civilian clothing. Two stayed with the van as lookouts and the other two helped the Mossad combatant take the cylinder to the top floor of the five-story building. The cylinder was wrapped in a carpet.

In the apartment, the top section of the cylinder was opened and a small dishlike antenna was unfolded and placed in front of the window facing north. The unit was activated, and the Trojan horse was in place.

The Mossad combatant had rented the apartment for six months and had paid the rent in advance. There was no reason for anyone except the combatant to enter the apartment. However, if someone should decide to do so, the Trojan would self-destruct, taking with it most of the upper part of the building. The three men headed back to the van and to their rendezvous with their friends on the beach.

After dropping the commandos at the beach, the combatant headed back for the city, where he would monitor the Trojan unit for the next few weeks. The commandos wasted no time and headed out to sea. They didn't want to be caught in Libyan waters at daybreak. They reached the birds and headed at full speed to a prearranged pickup coordinate, where they met with the missile boats that had brought them in.

By the end of March, the Americans were already intercepting messages broadcast by the Trojan, which was only activated during heavy communication traffic hours. Using the Trojan, the Mossad tried to make it appear that a long series of terrorist orders were being transmitted to various Libyan embassies around the world (or, as they were called by the Libyans, Peoples' Bureaus). As the Mossad had hoped, the transmissions were deciphered by the Americans and construed as ample proof that the Libyans were active sponsors of terrorism. What's more, the Americans pointed out, Mossad reports confirmed it.

The French and the Spanish, though, were not buying into the new stream of information. To them, it seemed suspicious that suddenly, out of the blue, the Libyans, who'd been extremely careful in the past, would start advertising their future actions. They also found it suspicious that in several instances Mossad reports were worded similarly

{p. 116} to coded Libyan communications. They argued further that, had there truly been after-the-fact Libyan communications regarding the attack, then the terrorist attack on the La Belle discotheque { La Belle discotheque: The terrorist attack on this location was said to have been linked to the Libyans and was the catalyst for the April 14 bombing of Llbya by the Amerlcans} in West Berlin on April 5 could have been prevented, since surely there would have been communications before, enabling intelligence agencies listening in to prevent It. Since the attack wasn't prevented, they reasoned that it must not be the Libyans who did it, and the "new communications" must be bogus. The French and the Spanish were right. The information was bogus, and the Mossad didn't have a clue who planted the bomb that killed one American serviceman and wounded several others. But the Mossad was tied in to many of the European terrorist organizations, and it was convinced that in the volatile atmosphere that had engulfed Europe, a bombing with an American victim was just a matter of time Heads of the Mossad were counting on the American promise to retaliate with vengeance against any country that could be proven to support terrorism. The Trojan gave the Americans the proof they needed. The Mossad also plugged into the equation Qadhafi's lunatic image and momentous declarations, which were really only meant for internal consumption. It must be remembered that Qadhafi had marked a line in the water at that time, closing off the Gulf of Sidra as Libyan territorial waters and calling the new maritime border the line of death (an action that didn't exactly give him a moderate image). Ultimately, the Americans fell for the Mossad ploy head over heels dragging the British and the Germans somewhat reluctantly in with them. Operation Trojan was one of the Mossad's greatest successes. It brought about the air strike on Libya that President Reagan had promised - a strike that had three important consequences. First, it derailed a deal for the release of the American hostages in Lebanon, thus preserving the Hizballah (Party of God) as the number one enemy in the eyes of the West. Second, it sent a message to the entire Arab world, telling them exactly where the United States stood regarding the Arab-Israeli conflict. Third, it boosted the Mossad's image of itself, since it was they who, by ingenious sleight of hand, had prodded the United States to do what was right. It was only the French who didn't buy into the Mossad trick and

{p. 117} were determined not to ally themselves with the aggressive American act. The French refused to allow the American bombers to fly over their territory on their way to attack Libya.

On April 14, 1986, one hundred and sixty American aircraft dropped over sixty tons of bombs on Libya. The attackers bombed Tripoli international airport, Bab al Azizia barracks, Sidi Bilal naval base, the city of Benghazi, and the Benine airfield outside Benghazi. The strike force consisted of two main bodies, one originating in England and the other from flattops in the Mediterranean. From England came twenty-four F-111s from Lakenheath, five EF-111s from Upper Heyford, and twenty-eight refueling tankers from Mildenhall and Fairford. In the attack, the air force F-111s and the EF-111s were joined by eighteen A-6 and A-7 strike and strike support aircraft, six F\A-18 fighters, fourteen EA-6B electronic jammer planes, and other support platforms. The navy planes were catapulted from the carriers Coral Sea and America. On the Libyan side, there were approximately forty civilian casualties, including Qadhafi's adopted daughter. On the American side, a pilot and his weapons officer were killed when their F-111 exploded.

After the bombing, the Hizballah broke off negotiations regarding the hostages they held in Beirut and executed three of them, including one American named Peter Kilburn. As for the French, they were rewarded for their nonparticipation in the attack by the release at the end of June of two French journalists held hostage in Beirut. (As it happened, a stray bomb hit the French embassy in Tripoli during the raid.)

Ephraim had spelled it all out for me and confirmed some of the information I'd already known. He then went on. "After the bombing of Libya, our friend Qadhafi is sure to stay out of the picture for some time. Iraq and Saddam Hussein are the next target. We're starting now to build him up as the big villain. It will take some time, but in the end, there's no doubt it'll work."

"But isn't Saddam regarded as moderate toward us, allied with Jordan, the big enemy of Iran and Syria?"

"Yes, that's why I'm opposed to this action. But that's the directive, and I must follow it. Hopefully, you and I will be done with our little operation before anything big happens. After all, we have already destroyed his nuclear facility, and we are making money by sellmg hlm technology and equipment through South Africa."

{p. 254} In the following weeks, more and more discoveries were made regarding the big gun and other elements of the Saddam war machine. The Mossad had all but saturated the intelligence field with information regarding the evil intentions of Saddam the Terrible, banking on the fact that before long, he'd have enough rope to hang himself. It was very clear what the Mossad's overall goal was. It wanted the West to do its bidding, just as the Americans had in Libya with the bombing of Qadhafi. After all, Israel didn't possess carriers and ample air power, and although it was capable of bombing a refugee camp in Tunis, that was not the same. The Mossad leaders knew that if they could make Saddam appear bad enough and a threat to the Gulf oil supply, of which he'd been the protector up to that point, then the United States and its allies would not let him get away with anything, but would take measures that would all but eliminate his army and his weapons potential, especially if they were led to believe that this might just be their last chance before he went nuclear.

Police chief: Lockerbie evidence was faked by CIA

Pan Am 103 was NOT bombed by Libya...

A FORMER Scottish police chief has given lawyers a signed statement claiming that key evidence in the Lockerbie bombing trial was fabricated.

The retired officer - of assistant chief constable rank or higher - has testified that the CIA planted the tiny fragment of circuit board crucial in convicting a Libyan for the 1989 mass murder of 270 people.

The police chief, whose identity has not yet been revealed, gave the statement to lawyers representing Abdelbaset Ali Mohmed Al Megrahi, currently serving a life sentence in Greenock Prison.

The evidence will form a crucial part of Megrahi's attempt to have a retrial ordered by the Scottish Criminal Cases Review Commission (SCCRC). The claims pose a potentially devastating threat to the reputation of the entire Scottish legal system.

The officer, who was a member of the Association of Chief Police Officers Scotland, is supporting earlier claims by a former CIA agent that his bosses "wrote the script" to incriminate Libya.

Last night, George Esson, who was Chief Constable of Dumfries and Galloway when Megrahi was indicted for mass murder, confirmed he was aware of the development.

But Esson, who retired in 1994, questioned the officer's motives. He said: "Any police officer who believed they had knowledge of any element of fabrication in any criminal case would have a duty to act on that. Failure to do so would call into question their integrity, and I can't help but question their motive for raising the matter now."

Other important questions remain unanswered, such as how the officer learned of the alleged conspiracy and whether he was directly involved in the inquiry. But sources close to Megrahi's legal team believe they may have finally discovered the evidence that could demolish the case against him.

An insider told Scotland on Sunday that the retired officer approached them after Megrahi's appeal - before a bench of five Scottish judges - was dismissed in 2002.

The insider said: "He said he believed he had crucial information. A meeting was set up and he gave a statement that supported the long-standing rumours that the key piece of evidence, a fragment of circuit board from a timing device that implicated Libya, had been planted by US agents.

"Asked why he had not come forward before, he admitted he'd been wary of breaking ranks, afraid of being vilified.

"He also said that at the time he became aware of the matter, no one really believed there would ever be a trial. When it did come about, he believed both accused would be acquitted. When Megrahi was convicted, he told himself he'd be cleared at appeal."

The source added: "When that also failed, he explained he felt he had to come forward.

"He has confirmed that parts of the case were fabricated and that evidence was planted. At first he requested anonymity, but has backed down and will be identified if and when the case returns to the appeal court."

The vital evidence that linked the bombing of Pan Am 103 to Megrahi was a tiny fragment of circuit board which investigators found in a wooded area many miles from Lockerbie months after the atrocity.

The fragment was later identified by the FBI's Thomas Thurman as being part of a sophisticated timer device used to detonate explosives, and manufactured by the Swiss firm Mebo, which supplied it only to Libya and the East German Stasi.

At one time, Megrahi, a Libyan intelligence agent, was such a regular visitor to Mebo that he had his own office in the firm's headquarters.

The fragment of circuit board therefore enabled Libya - and Megrahi - to be placed at the heart of the investigation. However, Thurman was later unmasked as a fraud who had given false evidence in American murder trials, and it emerged that he had little in the way of scientific qualifications.

Then, in 2003, a retired CIA officer gave a statement to Megrahi's lawyers in which he alleged evidence had been planted.

The decision of a former Scottish police chief to back this claim could add enormous weight to what has previously been dismissed as a wild conspiracy theory. It has long been rumoured the fragment was planted to implicate Libya for political reasons.

The first suspects in the case were the Syrian-led Popular Front for the Liberation of Palestine - General Command (PFLP-GC), a terror group backed by Iranian cash. But the first Gulf War altered diplomatic relations with Middle East nations, and Libya became the pariah state.

Following the trial, legal observers from around the world, including senior United Nations officials, expressed disquiet about the verdict and the conduct of the proceedings at Camp Zeist, Holland. Those doubts were first fuelled when internal documents emerged from the offices of the US Defence Intelligence Agency. Dated 1994, more than two years after the Libyans were identified to the world as the bombers, they still described the PFLP-GC as the Lockerbie bombers.

A source close to Megrahi's defence said: "Britain and the US were telling the world it was Libya, but in their private communications they acknowledged that they knew it was the PFLP-GC.

"The case is starting to unravel largely because when they wrote the script, they never expected to have to act it out. Nobody expected agreement for a trial to be reached, but it was, and in preparing a manufactured case, mistakes were made."

Dr Jim Swire, who has publicly expressed his belief in Megrahi's innocence, said it was quite right that all relevant information now be put to the SCCRC.

Swire, whose daughter Flora was killed in the atrocity, said last night: "I am aware that there have been doubts about how some of the evidence in the case came to be presented in court.

"It is in all our interests that areas of doubt are thoroughly examined."

A spokeswoman for the Crown Office said: "As this case is currently being examined by the SCCRC, it would be inappropriate to comment."

No one from the Association of Chief Police Officers in Scotland was available to comment.

Germany’s sovereignty restricted by US and allies, insider’s book claims

The former head of the West German Military Intelligence has issued a book revealing secret details of a 1949 US-German treaty, alleging America and its allies have been deliberately suppressing the nation’s sovereignty.

Twenty years after the Berlin Wall fell and the most painful wounds have healed, there seems to be no more uncomfortable truths left for Germans.

Yet some still manage to come up with hot potatoes – and the biggest these days is from the former head of the intelligence service in West Germany.

In Gerd-Helmut Komossa’s book “The German Card”, he claims Germany has, until now, been controlled by the United States and its allies, and was even viewed as a possible target.

“At a NATO meeting, I realized that a possible plan was for the alliance to hit the largest dam in West Germany with a nuclear bomb. If strikes had taken place, a great number of civilians would have died,” Gerd-Helmut Komossa says in his “The German Card” book.

The retired General details a secret pact he alleges was signed in 1949 between Germany and the US, and which will be in force for another 90 years.

Komossa says the secret agreement means that all political parties in Germany are supervised by a special Washington-based body, that the country’s army takes part in all NATO missions at first demand and that all German gold reserves are stored in New York.

For some though, the content of the book came as nothing surprising.

“Remember Prime Minister Putin’s proposal to Germany, to share with Russia natural gas trading throughout Europe? It was made a couple of years ago. And the German leadership answered exactly the same way as the German leadership did in 1952 – with silence. But what is the reason for Germany not to participate in such a lucrative business as trading natural gas throughout Europe? Of course, somebody had to advise them not to rush into it immediately,” says Aleksandr Fomenko, a political analyst from Moscow.

Surprisingly, it was a small publisher from Austria – not Germany – who first became interested in the book.

“My personal opinion is that it was obviously clear that the Democratic Republic of Germany was not a sovereign country, and that it was really under the rule of the Soviet Union,” says Wolfgang Dvorack-Stocker, publisher of “The German Card”. “And if it comes out that the Federal Republic of Germany also was not a really sovereign country, I think this could change the discussion of history a bit.”

Reviews by the first readers quickly turned into heated debates on German Television. The author was bombarded with criticism for doubting the democratic principles brought to the country by the West.

As a result, Komossa has refused to give any more interviews and has even apologized for some uncomfortable chapters in the book.

It’s not every day that a chief of intelligence discloses secrets about a political regime and, with some good promotion, the book could become a bestseller.

But in Germany its distribution is up against some difficulties. The country’s biggest bookshop – Dussmann, which is also “a cultural foundation”, has refused to sell the book at all.

The contents of the book, though, will soon be available to millions more readers. “The German Card” has recently been translated into Russian. The publisher expects strong sales and believes the most heated debates are yet to come.

Friendly Fire - U.S. Military Drafted Plans to Terrorize U.S. Cities to Provoke War With Cuba

N E W Y O R K, May 1 — In the early 1960s, America's top military leaders reportedly drafted plans to kill innocent people and commit acts of terrorism in U.S. cities to create public support for a war against Cuba.

Code named Operation NORTHWOODS, the plans reportedly included the possible assassination of Cuban émigrés, sinking boats of Cuban refugees on the high seas, hijacking planes, blowing up a U.S. ship, and even orchestrating violent terrorism in U.S. cities. The plans were developed as ways to trick the American public and the international community into supporting a war to oust Cuba's then new leader, communist Fidel Castro.

America's top military brass even contemplated causing U.S. military casualties, writing: "We could blow up a U.S. ship in Guantanamo Bay and blame Cuba," and, "casualty lists in U.S. newspapers would cause a helpful wave of national indignation."

Details of the plans are described in Body of Secrets (Doubleday), a new book by investigative reporter James Bamford about the history of America's largest spy agency, the National Security Agency. However, the plans were not connected to the agency, he notes.

The plans had the written approval of all of the Joint Chiefs of Staff and were presented to President Kennedy's defense secretary, Robert McNamara, in March 1962. But they apparently were rejected by the civilian leadership and have gone undisclosed for nearly 40 years.

"The whole point of a democracy is to have leaders responding to the public will, and here this is the complete reverse, the military trying to trick the American people into a war that they want but that nobody else wants."

Gunning for War

The documents show "the Joint Chiefs of Staff drew up and approved plans for what may be the most corrupt plan ever created by the U.S. government," writes Bamford.

The Joint Chiefs even proposed using the potential death of astronaut John Glenn during the first attempt to put an American into orbit as a false pretext for war with Cuba, the documents show.

Should the rocket explode and kill Glenn, they wrote, "the objective is to provide irrevocable proof … that the fault lies with the Communists et all Cuba."

The plans were motivated by an intense desire among senior military leaders to depose Castro, who seized power in 1959 to become the first communist leader in the Western Hemisphere — only 90 miles from U.S. shores.

The earlier CIA-backed Bay of Pigs invasion of Cuba by Cuban exiles had been a disastrous failure, in which the military was not allowed to provide firepower. The military leaders now wanted a shot at it.

"The whole thing was so bizarre," says Bamford, noting public and international support would be needed for an invasion, but apparently neither the American public, nor the Cuban public, wanted to see U.S. troops deployed to drive out Castro.

Reflecting this, the U.S. plan called for establishing prolonged military — not democratic — control over the island nation after the invasion.

"That's what we're supposed to be freeing them from," Bamford says. "The only way we would have succeeded is by doing exactly what the Russians were doing all over the world, by imposing a government by tyranny, basically what we were accusing Castro himself of doing."

'Over the Edge'

The Joint Chiefs at the time were headed by Eisenhower appointee Army Gen. Lyman L. Lemnitzer, who, with the signed plans in hand made a pitch to McNamara on March 13, 1962, recommending Operation Northwoods be run by the military.

Whether the Joint Chiefs' plans were rejected by McNamara in the meeting is not clear. But three days later, President Kennedy told Lemnitzer directly there was virtually no possibility of ever using overt force to take Cuba, Bamford reports. Within months, Lemnitzer would be denied another term as chairman and transferred to another job.

The secret plans came at a time when there was distrust in the military leadership about their civilian leadership, with leaders in the Kennedy administration viewed as too liberal, insufficiently experienced and soft on communism. At the same time, however, there real were concerns in American society about their military overstepping its bounds.

There were reports U.S. military leaders had encouraged their subordinates to vote conservative during the election.

And at least two popular books were published focusing on a right-wing military leadership pushing the limits against government policy of the day. The Senate Foreign Relations Committee published its own report on right-wing extremism in the military, warning a "considerable danger" in the "education and propaganda activities of military personnel" had been uncovered. The committee even called for an examination of any ties between Lemnitzer and right-wing groups. But Congress didn't get wind of Northwoods, says Bamford.

"Although no one in Congress could have known at the time," he writes, "Lemnitzer and the Joint Chiefs had quietly slipped over the edge."

Even after Lemnitzer was gone, he writes, the Joint Chiefs continued to plan "pretext" operations at least through 1963.

One idea was to create a war between Cuba and another Latin American country so that the United States could intervene. Another was to pay someone in the Castro government to attack U.S. forces at the Guantanamo naval base — an act, which Bamford notes, would have amounted to treason. And another was to fly low level U-2 flights over Cuba, with the intention of having one shot down as a pretext for a war.

"There really was a worry at the time about the military going off crazy and they did, but they never succeeded, but it wasn't for lack of trying," he says.

After 40 Years

Ironically, the documents came to light, says Bamford, in part because of the 1992 Oliver Stone film JFK, which examined the possibility of a conspiracy behind the assassination of President Kennedy.

As public interest in the assassination swelled after JFK's release, Congress passed a law designed to increase the public's access to government records related to the assassination.

The author says a friend on the board tipped him off to the documents.

Afraid of a congressional investigation, Lemnitzer had ordered all Joint Chiefs documents related to the Bay of Pigs destroyed, says Bamford. But somehow, these remained.

"The scary thing is none of this stuff comes out until 40 years after," says Bamford.

1. The Joint Chiefs of Staff have considered the attatched memorandum for the chief of Operations, Cuba Project, which responds to a request by that office for brief but precise description of pretexts which would provide justification for US military intervention in Cuba.

2. The Joint Chiefs of Staff recommend that the proposed memorandum be forwarded as a preliminary submission suitable for planning purproses. It is assumed that there will be similar submissions from other agencies and that these inputs will be used as a basis for developing a time-phased plan. Individual projects can then be considered on a case-by-case basis.

3. Further, it is assumed that a single agency will be given the primary responsibility for developing military and para-military [terrorist] aspects of the basic plan. It is recommended that this responsibility for both overt and covert military operations be assigned to the Joint Chiefs of Staff.

Such a plan would enable a logical buildup of incidents to be combined with other seemingly unrelated events to camoflage the ultimate objective and create the necessary impression of Cuban rashness and irresponsibility on a large scale, directed at other countries in addition to the United States. The desired resultant from the execution of this plan would would be to place the United States in the apparent position of suffering defensible grievances.

A series of well-coordinated incidents will be planned to take place to give genuine appearance of being done by hostile Cuban forces.

Incidents to establish a credible attack:

  1. Start rumors (many). Use clandestine radio.
  2. Land friendly Cubans in uniform "over-the-fence" to stage attack on the base.
  3. Capture Cuban (friendly) sabateurs inside the base.
  4. Start riots near the entrance to the base (friendly Cubans).
  5. Blow up ammunition inside the base; start fires.
  6. Burn aircraft on airbase (sabatage).
  7. Lob morter shells from outsidethe base to inside the base. Some damage to installation.
  8. Capture assault teams.
  9. Capture militia group which storms the base.
  10. Sabotage ship in harbor; large fires -- napthalene [napalm].
  11. Sink ship near harbor entrance. Conduct funerals for mock-victims.

(b) United States would respond by executing offensive operations.

3. A "Remember the Maine" incident could be arranged in several forms:

a. We could blow up a US ship and blame Cuba.

b. We could blow up a drone (unmannded) vessel anywhere in the Cuban waters. The presense of Cuban planes or ships merely investigating the intent of the vessel could be fairly compelling evidence that the ship was taken under attack. The US could follow with an air/sea rescue operation covered by US fighters to "evacuate" remaining members of the non-existant crew. Casualty lists in US newspapers would cause a helpful wave of national indignation.

c. We could develop a Communist Cuba terror campaign in the Miami area, in other Flordia cities and even in Washington. The terror campaign could be pointed at Cuban refugees seeking haven in the United States. We could sink a boatload of Cubans enroute to Florida (real or simulated). We could foster attempts on lives of Cubans in the United States even to the extent of wounding in instances to be widely publicized. Exploding a few bombs in carefully chosen spots. The arrest of Cuban agents and the release of prepared documents substantiating cuban involvement.

5. A "Cuban-based, Castro-supported" filibuster could be simulated against a neighboring Caribbean nation. These efforts can be magnified with additional ones contrived for exposure. "Cuban" B-26 or C-46 type aircraft could make cane-burning raids at night. Soviet Bloc incidiaries could be found. This could be coupled with "Cuban" messages to the Communist underground and "Cuban" shipments of arms which would be found, or intercepted, on the beach.

6. Use of MIG-type aircraft by US pilots could provide additional provocation. Harassment of civil air, attacks on surface shipping, and destruction of US military drone aircraft by MIG type palnes would be useful. An F-86 properly painted would convince air passengers that they saw a Cuban MIG, especially if the pilot of the transport were to announce that fact.

7. Hijacking attampts against US civil air and surface craft should be encouraged.

8. It is possible to create an incident which would demonstrate convincingly that a Cuban aircraft has attacked and shot down a chartered civilian airliner from the United States.

a. An aircraft at Eglin AFB would be painted and numbered as an exact duplicate for a civil registered aircraft belonging to a CIA proprietary organization in the Miami area. At a designated time the duplicate would be subsituted for the actual civil aircraft and the passengers, all boarded under carefully prepared aliases. The actual registered aircraft would be converted to a drone.

b. Take off times of the drone aircraft and the actual aircraft will be scheduled to allow a rondevous. From the rondevous point the passenger-carrying aircraft will descend to minimum altitude and go directly to an auxiliary airfield at Eglin AFB where arrangements will have been made to evacuate the passengers and return the aircraft to its original status. Meanwhile the drone aircraft will continue to fly the filed flight plan. The drone will be transmitting on the international distress frequency "MAY DAY" message stating it is under attack by Cuban MIG aircraft. The transmission will be interrupted by the destruction of aircraft which will be triggered by radio signal. This will allow IACO radio stations to tell the US what has happened to the aircraft instead of the US trying to "sell" the incident.

9. It is possible to create an incident that will make it appear that Communist Cuban MIGs have destroyed a USAF aircraft over international waters in an unprovoked attack.

b. On one such flight, a pre-briefed pilot would fly Tail-end Charlie. While near the Cuban island this pilot would broadcast that he had been jumped by MIGs and was going down. This pilot would then fly at extremely low altitude and land at a secure base, an Eglin auxiliary. The aircraft would be met by the proper people, quickly stored and given a new tail number. The pilot who performed the mission under an alias would resume his proper identity. The pilot and aircraft would then have disappeared.

c. A submarine or small craft would distribute F-101 parts, parachute, etc. The pilots retuning to Homestead would have a true story as far as they knew. Search ships and aircraft could be dispatched and parts of aircraft found.

3. It is understood that the Department of State is also preparing suggested courses of action to develope justification for US military intervention in Cuba.

"The most stunning statistic, however, is that the total number of deaths caused by conventional medicine is an astounding 783,936 per year. It is now evident that the American medical system is the leading cause of death and injury in the US. From the Greek roots iatros = doctor & genesis = caused: DRUG IATROGENESIS -- Prescription drugs constitute the major treatment modality of scientific medicine. With the discovery of the 'germ theory,' medical scientists convinced the public that infectious organisms were the cause of illness. Finding the 'cure' for these infections proved much harder than anyone imagined. From the beginning, chemical drugs promised much more than they delivered. But far beyond not working, the drugs also caused incalculable side effects. The drugs themselves, even when properly prescribed, have side effects that can be fatal, as Lazarou's study showed. But human error can make the situation even worse. As few as 5% and no more than 20% of iatrogenic acts are ever reported. This implies that if medical errors were completely and accurately reported, we would have an annual iatrogenic death toll much higher than 783,936. In 1994, Leape said his figure of 180,000 medical mistakes resulting in death annually was equivalent to three jumbo-jet crashes every two days. "Harold Shipman, the [Jewish] British family doctor who murdered more than 200 of his patients to become one of the worst serial killers of all time, hanged himself in his prison cell on the eve of his 58th birthday, prison officials said. A prison source, speaking on condition of anonymity said Shipman 'used a bed sheet as a ligature from the bars on his windows' in his single occupant cell to take his life. Shipman was sentenced to life imprisonment in January 2000 for the murder of 15 female patients between 1975 and 1998, and faced no prospect of parole. Two years later an inquiry concluded that he was responsible for the deaths by lethal injection of at least another 200 mostly female and elderly patients at his greater Manchester area practice. Most of Shipman's victims died suddenly without having experienced any life-threatening symptoms. "On 2 August 1946, some Americans, brutalized by their county government, used armed force to overturn it. These Americans wanted honest, open elections. For years they had asked for state or Federal election monitors to prevent vote fraud -- forged ballots, secret ballot counts, and intimidation by armed sheriff's deputies -- by the local political boss. They got no help. These Americans' absolute refusal to knuckle-under had been hardened by service in World War II. Having fought to free other countries from murderous regimes, they rejected vicious abuse by their county government. These Americans had a choice. Their state's Constitution - Article 1, Section 26 - recorded their right to keep and bear arms for the common defense. Few "gun control" laws had been enacted. McMinn Countians [in Tennessee] had long been independent political thinkers. They also had long: accepted bribe-taking by politicians and/or the Sheriff to overlook illicit whiskey-making and gambling; financed the sheriff's department from fines - usually for speeding or public drunkenness - which promoted false arrests; put up with voting fraud by both Democrats and Republicans. Tennessee State law barred voting fraud: ballot boxes had to be shown to be empty before voting; poll-watchers had to be allowed; armed law enforcement officers were barred from polling places; ballots had to be counted where any voter could watch. Paul Cantrell was elected Sheriff in the 1936, 1938, and 1940 elections, but by slim margins. The Sheriff was the key County official. Cantrell was elected to the State Senate in 1942 and 1944; his chief deputy, Pat Mansfield, was elected sheriff. In 1946, Paul Cantrell again sought the Sheriff's office. At end-July 1946, 159 McMinn County GIs petitioned the FBI to send election monitors. There was no response. The Department of Justice had not responded to McMinn Countians' complaints of election fraud in 1940, 1942, and 1944. The election was held on 1 August. To intimidate voters, Mansfield brought in some 200 armed "deputies". GI poll-watchers were beaten almost at once. At about 3 p.m., Tom Gillespie, an African-American voter, was told by a Sheriff's deputy, 'Nigger, you can't vote here today!!'. Despite being beaten, Gillespie persisted; the enraged deputy shot him. The gunshot drew a crowd. Rumors spread that Gillespie had been 'shot in the back'; he later recovered. (C. Stephen Byrum, The Battle of Athens; Paidia Productions, Chattanooga TN, 1987; pp. 155-57). Other deputies detained ex-GI poll-watchers in a polling place, as that made the ballot count "public". A crowd gathered. Sheriff Mansfield told his deputies to disperse the crowd. When the two ex-GIs smashed a big window and escaped, the crowd surged forward. The deputies, with guns drawn, formed a tight half-circle around the front of the polling place. One deputy, 'his gun raised high ...shouted: "You sons-of- bitches cross this street and I'll kill you!"' (Byrum, p. 165). Mansfield took the ballot boxes to the jail for counting. The deputies seemed to fear immediate attack, by the "people who had just liberated Europe and the South Pacific from two of the most powerful war machines in human history." (Byrum, pp. 168-69). Governor McCord mobilized the State Guard, perhaps to scare the GIs into withdrawing. The State Guard never went to Athens. McCord may have feared that Guard units filled with ex-GIs might not fire on other ex-GIs. Three GIs - alerting passersby to danger - were fired on from the jail. Two GIs were wounded. Other GIs returned fire. Those inside the jail mainly used pistols; they also had a "tommy gun" (a .45 caliber Thompson sub-machine gun). Firing subsided after 30 minutes: ammunition ran low and night had fallen. Thick brick walls shielded those inside the jail. Absent radios, the GIs' rifle fire was un-coordinated. 'From the hillside, fire rose and fell in disorganized cascades. More than anything else, people were simply "shooting at the jail".' (Byrum, p. 189). Several who ventured into 'no man's land', the street in front of the jail, were wounded. One man inside the jail was badly hurt; he recovered. Most sheriff's deputies wanted to hunker down and await rescue. Governor McCord mobilized the State Guard, perhaps to scare the GIs into withdrawing. The State Guard never went to Athens. McCord may have feared that Guard units filled with ex-GIs might not fire on other ex-GIs. At about 2 a.m. on 2 August, the GIs forced the issue. Men from Meigs county threw dynamite sticks and damaged the jail's porch. The panicked deputies surrendered. GIs quickly secured the building. Paul Cantrell faded into the night, almost having been shot by a GI who knew him, but whose .45 pistol had jammed. Mansfield's deputies were kept overnight in jail for their own safety. Calm soon returned: the GIs posted guards. The rifles borrowed from the armory were cleaned and returned before sun-up. In five precincts free of vote fraud, the GI candidate for Sheriff, Knox Henry, won 1,168 votes to Cantrell's 789. Other GI candidates won by similar margins. On 2 August, a town meeting set up a three-man governing committee. The regular police having fled, six men were chosen to police Athens; a dozen GIs were sent to police Etowah. In addition, 'Individual citizens were called upon to form patrols or guard groups, often led by a GI. ...To their credit, however, there is not a single mention of an abuse of power on their behalf.' (Byrum, p. 220). Once the GI candidates' victory had been certified, they cleaned-up county government: the jail was fixed; newly-elected officials accepted a $5,000 pay limit; Mansfield supporters who resigned, were replaced. The general election on 5 November passed quietly. McMinn Countians, having restored the Rule of Law, returned to their daily lives. Pat Mansfield moved back to Georgia. Paul Cantrell set up an auto dealership in Etowah. 'Almost everyone who knew Cantrell in the years after the 'Battle' agree that he was not bitter about what had happened.' (Byrum, pp. 232-33; see also New York Times, 9 August 1946, p. 8). The Battle of Athens made national headlines. Most outsiders' reports had the errors usual in coverage of large-scale, night-time events. A New York Times editorialist on 3 August savaged the GIs. Other outsiders, e.g., Time and Newsweek, agreed. (See Time, 12 August 1946, p. 20; Newsweek, 12 Aug 1946, p. 31 and 9 September 1946, p. 38). The 79th Congress adjourned on 2 August 1946, when the Battle of Athens ended. However, Representative John Jennings, Jr., from Tennessee decried: 'McMinn County's sorry situation under Cantrell and Mansfield; the Justice Department's repeated failures to help the McMinn Countians.' Jennings was delighted that ' long last decency and honesty, liberty and law have returned to the fine county of McMinn...'. (Congressional Record, House; U.S. Government Printing Office, Washington, D.C., 1946; Appendix, Volume 92, Part 13, p. A4870.) The Battle of Athens clearly shows: how Americans can and should lawfully use armed force; why the Rule of Law requires unrestricted access to firearms; how civilians with military-type firearms can beat the forces of "law and order". Dictators believe that public order is more important than the Rule of Law. However, Americans reject this idea. Criminals can exploit for selfish ends, the use armed force to restore the Rule of Law. But brutal political repression - as practiced by Cantrell and Mansfield - is lethal to many. An individual criminal can harm a handful of people. Governments alone can brutalize thousands, or millions. Since 1915, officials of seven governments 'gone bad' have committed genocide, murdering at least 56 million persons, including millions of children. 'Gun control' clears the way for genocide by giving governments 'gone bad"' far greater freedom to commit mass murder. Law-abiding McMinn Countians won the Battle of Athens because they were not hamstrung by 'gun control'. McMinn Countians showed us when citizens can and should use armed force to support the Rule of Law. We are all in their debt."
